It’s time for deep reflection on the Commonwealth’s place in the world.
Concerns were raised over a decade ago about the Commonwealth’s declining significance in a landmark report. The report called for a radical rethink of the Commonwealth’s structure and led to the development of the Commonwealth Charter.
The Charter affirms in clear language the place of the People in the Commonwealth. It affirms that human rights and democracy are central to the Commonwealth identity. But reform of the Commonwealth is incomplete and much work remains to be done.
